Seeks Newly Created Position of General Manager For Growing Organization Comprised of Comal County Emergency Services Districts 1, 4, and 5
Bulverde Spring Branch Emergency Services (BSBES) – Located in western Comal County in Texas, just twenty-nine miles northeast of San Antonio and forty-five miles southwest of Austin, offers an exceptional career opportunity for the newly created key senior leader position of General Manager. BSBES comprises Comal County Emergency Services Districts (ESDs) 1, 4, and 5. In an innovative consolidation effort, the three ESDs have developed a sole, key executive leadership position of General Manager to manage and oversee all administrative and fiscal operations of BSBES. This includes strategic planning, financial management, human resources, purchasing, facilities, and support services for Comal County Emergency Services Districts 1, 4, and 5. This organizational merger is guided by the Joint Agreement for Providing Emergency Services (JSPA).
This newly created position reports directly to the BSBES Board of Directors, as does the Bulverde Spring Branch Emergency Services Fire Chief. These two leadership positions will share in leading the organization to even greater excellence, customer service, and employee satisfaction.
Comal County, Texas, has a total population of around 175,000, with a median age of 42. The county, as a whole, is experiencing significant growth, with a 5.66% increase in population between 2022 and 2023. Key statistics include a median household income of $99,015, a homeownership rate of 76.9%, and a median property value of $398,800.
The new BSBES General Manager will be responsible for:
- Organizational Leadership & Administration
- Directs all civilian administrative and fiscal functions of BSBES.
- Works closely with the Operations Chief(s) to establish and implement strategic goals, policies, and procedures.
- Develops and maintains a strong administrative team, ensuring workload balance, performance management, and staff development to ensure continuity of service.
- Serves as primary liaison with the BSBES Board and ESDs, preparing and delivering monthly, quarterly, and annual reports.
- Oversees infrastructure management, including finance, facilities, IT systems, and business continuity.
- Financial Management
- Leads the development, monitoring, and administration of the annual budget.
- Oversees financial reporting, audits, and compliance with GAAP and state regulations.
- Collaborates with the Comptroller and auditors on all accounting operations.
- Assists in the pursuit of grants and funding opportunities.
- Human Resources
- Oversees personnel policy development, compensation strategy, benefits administration, and employee relations.
- Ensures compliance with employment laws and best practices.
- Cultivates a positive and professional organizational culture.
- Capital Projects
- Supports ESDs in planning and managing capital improvement projects.
- Develops project scopes, timelines, budgets, and contractor management plans.
- Provides leadership and oversight throughout project lifecycles.
- Information Technology
- Guides technology planning and evaluates current IT capabilities.
- Supports the development and implementation of new technologies aligned with strategic objectives.
- Oversees cybersecurity, system integrity, and IT project execution.
- Records & Compliance
- Maintains compliance with Texas Government Code Chapters 551 and 552 and Health and Safety Code Chapters 773 and 775.
- Oversees the organization’s records management program, including agendas, contracts, and resolutions.
- Ensures proper document retention and public information access per state requirements for BSBES, as well as ESDs.
- Community & Stakeholder Engagement
- Maintains effective communication with the public, media, contractors, community leaders, and government agencies.
- Represents BSBES at public meetings and community events.
Minimum qualifications:
- Bachelor's degree in Public Administration, Business Administration, Accounting, or related field.
- Minimum five (5) years of progressively responsible experience in:
- Business or public administration
- Financial management
- Human Resources
- IT systems oversight
- Supervision and team leadership
- NIMS 300/400 (or completion within 6 months)
- Valid Texas Class C Driver's License
Preferred qualifications:
- Master’s degree in Public Administration, Business Administration, or Accounting.
- Certified Public Accountant (CPA).
- Completion of NIMS 100, 200, 700, and 800.
- Ten (10) years of relevant experience across the required domains.
- Prior experience in local government or emergency services administration.
Salary expectations:
